The Dutchess County EMS Council presented Trooper Stephanie Higgins of the state police's Poughkeepsie barracks with the EMS Educator of Excellence of the Year award.

The EMS Council award was for Higgins' work training EMS personnel to recognize and safely treat patients under the influence of controlled substances.
